국제다자외교평의회의 보도자료에 따르면, 아시아인스티튜티(이사장 이만열)과 국제다자외교평의회(대표의장 이창호)는 3월 18일 오후 5시 서울 몬드리안호텔 구름식탁에서 국제다자외교 네트워크 형성에 관한 공동업무 협약”을 체결했다.
이 단체는“국제다자외교평의회(国际多边外交评议会, International Multilateral Diplomacy Council)는 외교의 한 형태로서 셋 이상의 기구, 국가들이 동시에 서로를 상대하여 특정 의제에 대한 협력 방안을 한 단체나 국가에 편중하지 않고, 여러 나라와 민간외교 활동을 벌이는 단체로서 인간들이 모여서 상담, 숙의, 의사 결정하는 국제기구다.
게다가 아시아인스티튜트(The Asia Institute)는 서울에 위치한 싱크탱크로, 아시아 내 정책, 인문학, 과학 분야의 전문가들 및 국제기구, 청소년 등의 연구와 활동을 수행하는 기관이다.
이번 협약은 “국제 다자외교 활성화를 위한 국제적 소통·협력 강화를 통한 양 기관은 △ 다자외교를 위한 상호 국제교류 및 국제기구 협력 지원 △ 연간 연구계획에 의거한 다자외교 연수 및 국제정책 등 공동사업 △ 국제교류 대표단의 방문 환영 및 지원 △ 기타 상호협력 가능 사업개발 및 실천하는 것을 주요 내용으로 한다”고 소개했다.
국제다자외교평의회 대표의장 이창호는“다자주의에 관심을 가지고 업무협약을 추진해 준 아시아인스티튜티에 감사의 인사를 드린다. 양 기관 협력 증진과 다자외교의 성공적 발전을 위해 필요한 지원을 아끼지 않을 것이다.”라고 밝혔다.
또한편으로 아시아인스티튜티 이만열 이사장(미국명 Emanuel Pastreich)은 “이번 협약은 다양한 외교 역량을 바탕으로 국제교류의 경험을 가질 수 있을 것이고, 국제관계, 기후변화 등에 관련된 외교정책 토론에 있어 광범위하게 청소년 및 대학생들과 함께 외교력을 높일 것이라고 확신한다.”라고 강조했다.

In accord with its role in civil society, the International Multilateral Diplomacy Council (IMDC), as represented by its president Lee Changho, and the Asia Institute, as represented by its president Emanuel Yi Pastreich, on March 18, 2023 agree to cooperate going forward, and to form a robust network for international multilateral diplomacy to be undertaken in accord with the intention of this memorandum of understanding.
IMDC is engaged in a movement for broad diplomatic engagement and exchanges that avoids an extreme focus on one country, or on one institution, emphasizing engagement with three or more countries, or institutions as a principle for diplomacy.
Public diplomacy is central to the efforts of IMDC, bringing together multiple players for negotiations and a robust discussion as part of the decision-making process.
The Asia Institute (TAI) is a think tank located in Seoul that has focused on a broad consideration of policy in Asia, the humanities, science, and other fields, bringing together experts from different countries with varied expertise. TAI is remarkable in its emphasis on the role of youth in its research and other activities.
The memorandum of understanding between the IMDC and TAI will serve to promote communication and cooperation to promote international efforts at multilateral diplomacy. The result will be for the two institutions:
Support for the mutual promotion of multilateral diplomacy using international institutions. Joined research and activities concerning international policy and multilateral diplomacy based on an annual research plan. Support for visits to, and reception of delegations from, the leadership of institutions for international exchange.
Other cooperation on topics of mutual interest and concern for the development of projects in multilateral diplomacy and their realization.
President Lee Changho of IMDC declares, “We are deeply grateful for the support for, and interest in, multilateral diplomacy that TAI has expressed through this MOU. We will not hesitate to give our full support for the efforts of the two institutions to successfully promote multilateral diplomacy by increasing cooperation.”
President of TAI Emanuel Pastreich (Yi Manyol) responded, “The MOU will serve as the engine for a broad range of diplomatic efforts that will give us further experience in international exchange, and provide a venue for discussion of international affairs, climate change, and other critical topics for diplomacy. We anticipate a broad discussion on diplomacy and policy that will appeal to a young audience, including high school students and college students. I am certain that we can expect youth to work with us to increase our diplomatic impact.”
